EVEN THAT 5% NOT POSSIBLE FOR PAY REVISION? 

31/01/2019:   AUAB meeting taking place tomorrow - Keep ready for the struggle.

Following the discussion that the AUAB had with the Additional Secretary (Telecom) yesterday, further discussions took place between the AUAB and the CMD BSNL yesterday, as well as today.   In continuation of this, the representatives of the AUAB met Shri Anshu Prakash, Additional Secretary (Telecom) today afternoon.   To their surprise, the Additional Secretary (Telecom) told the AUAB representatives today that, even giving the 5% fitment would be difficult. The AUAB did not accept the 5% fitment offer made yesterday.

In this backdrop, the AUAB will be holding it's meeting at 11:30 am tomorrow. The meeting will take appropriate decision on the charter of demands. The Executives and Non-Executives are requested to keep ready for struggle. [BSNLEU WEBSITE]

Tamilnadu Circle Executive Committee Meeting is scheduled to meet in Kumbakonam on 15th and 16th March 2019. All our comrades of Kumbakonam SSA are working very brisk to conduct the CEC in a grand manner. Different committees are formed to carryout the works

NEWS FROM THE CHQ PRESIDENT.

..  Some friends are very enthusiastic and quick in flashing some information without telling the source.  Latest is about AUAB's  meeting with Additional Secretary Telecom today. The said message says that DoT has offered 5% fitment for pay revision and pension revision both. 5% of basic pension plus IDA (119.5% on 1.1.2017) is equal to 10.97% of basic pension. CPC fitment was 32%.  So,  this is the ultimate result of our action in 2000!  What is the reaction of AUAB?  The flashed message does not say anything. But SNEA website says AUAB has rejected it. Meeting between AUAB and the Additional Secretary, Telecom.:
      
      A meeting was held today between the AUAB and Shri Anshu Prakash, Additional Secretary(T). AUAB representatives in the Committee for Periodic Interaction, Com.P.Abhimanyu, GS, BSNLEU & Convenor, AUAB, Com.Chandeshwar Singh, CS, NFTE & Chairman, AUAB, Com.K.Sebastin, GS, SNEA and Com.Prahlad Rai, GS, AIBSNLEA, participated. From the DoT side, Shri R.K.Khandelwal, Joint Secretary(Admn), Shri S.K. Jain, DDG (Estt.), Shri Rajeev Kumar, DDG (Budget) also participated. Ms. Sujata T. Ray, Director (HR) and Shri A.M. Gupta, GM(SR), represented BSNL.  
        Detailed discussion took place on the 3rd Pay Revision, 4G spectrum, Payment of Pension Contribution on actual basic pay and Pension Revision issues. As regards the 3rd Pay Revision, in the meeting held today,  the DoT side offered Pay Revision with 5% fitment.  If the AUAB accept it, then this issue would be placed for the approval of the Digital Commission ( erstwhile Telecom Commission) meeting, to be held on 05-02-2019 along with other issues like 4G spectrum, vacant land monetization and that thereafter it would be taken for the approval of the Cabinet in February itself, said DoT side. 
      The AUAB stated that 5% fitment is very low and that they could not accept it. Thereafter, the AS(T) suggested that the AUAB representatives could discuss the issue with the CMD BSNL and could come back to him within a day or two. It may be recollected that in the meeting held on 03-12-2018, the Honourable Minister of State for Communications had stated that 3rd Pay Revision with 15% fitment was not possible. 
        Further, in the last meeting held with the Addl Secretary (T), 3rd Pay Revision with 0% fitment was offered by the DoT side. On pension revision, DoT suggested for the same fitment which AUAB out rightly rejected. We told that Pensioners not linked with affordability of BSNL as the pension is paid by the Government. There after AST suggested for separate discussion with DDG(Estt) on the issue. 
         After the meeting with AST, we had elaborate discussion with DDG Estt on pension revision formula. On pension contribution, DoT is trying to send the recommendation to Dept of Expenditure by next week. 4G spectrum allotment and vacant land monetization is coming in the Digital Commission meeting on 05.02.2019 and thereafter to the Cabinet. MOST DISAPPOINTING. Today, the Convener and other members of CBMPA met Additional Secretary, Telecom Mr. Anshu Prakash and discussed issue of  Pension Revision. The result is not encouraging; rather it is  most disappointing.   

 PREPARE FOR  A SERIOUS STRUGGLE: 
 Comrades, we must prepare ourselves for the struggle.  Make our programmes a great success and widespread.  We must create an atmosphere so that the government should take the issue seriously.

CBMPA meeting at Delhi on 29/01/2019

           Committee of BSNL/MTNL Pensioners’ Associations met in a crucial meeting at Delhi on 29/01/2019 to review the status of our demand of Revision of Pension in BSNL and MTNL with Seventh CPC fitment and chalk out further courses of action thereto. Com. Gangadhara Rao, Convenor presided over the meeting. 
     The following members representing the various constituents have attended the meeting: S/Shri Rajendra Prasad, Prahlad Rai, Kisan Singh, Anupam Kaul, M.K.Bagchi, S.S.Nanda, R.K.Mudgal, K.Jawahar, Badri Pathak, J.S.Yadav, Kishor Haldankar,and R.P.Sharma. 
      At the outset, Convenor thanked all members for attending this meeting with short notice. He recalled that the first meeting of CBMPA was held on 21/11/2018 in Delhi. Within this short intervening period there have been lots of developments and hectic persuasions at various levels. But still we have miles to go to reach the goal, thanks to the reluctant and negative attitudes of some important officers in DOT. 
      All members have taken active participation in the discussion. Among various opinions / observations expressed, one point has emerged as common and that is DOT is not alive to the assurance given by MOSC regarding delinking the Revision of Pension from Revision of Pay. It is clearly apparent that even the positive and proactive approach of DOP&PW is blunted by the inept handling of the issue by the concerned officers of DOT. 
        CBMPA has noted with satisfaction that AUAB and their agitation has highlighted the issue of pension revision among other matters and hoped that they would continue to do so in future. 
      The important decisions taken in the meeting is appended here below: 
Decisions taken in the meeting of CBMPA held at Delhi on 29/1/2019. 
 1) Convenor and other members will approach the AUAB leaders and request them to strongly persuade with Additional Secretary (T) in the meeting to be held on 30/1/2019 for implementing the Policy Decision taken by MOSC to de-link pension revision from pay revision by resubmitting the file with a concrete and comprehensive proposal to DOP&PW. 
 2) Convenor has reiterated our earlier decision to contact important political personalities throughout India to take up with the Government of India regarding Pension Revision in BSNL/MTNL with Seventh CPC fitment 
 3) Post Card campaign to Shri Narendra Modi, Ho’ble Prime Minister from 4/2/2019 to 9/2/2019 by every pensioner of BSNL and MTNL on the issue of revision of Govt Pension in BSNL/MTNL. 
 4) A Massive Rally shall be organized at Delhi from BSNL Corporate Office to Sanchar Bhawan on 08/02/2019 (Friday) and submit Memorandum to MOSC/Secretary (T). 
 5) A suitably drafted letter should be addressed to Hon’ble Prime Minister highlighting the failure on the part of MOSC in dealing with the Pension Revision case as assured. 
 6) CBMPA expresses happiness to learn that DOT-BSNL Pensioners’ Association, Kerala has joined as Eighth constituent and has whole-heartedly welcomed this important development at this crucial juncture. 
       Convener and other members shall meet Secretary (T)/AST and present our case of Pension Revision with 7th CPC fitment and request DOT to send back the file to DOP&PW accordingly at the earliest.

🌹 CHQ UNION OFFICE AT BENGALURU 🌹

The office is established in the NFTE BSNL Circle Office  in old CTO Building in the very heart of Bengaluru city. 

I do acknowledge and appreciate the help given by NFTE leaders of Karnataka  and  I do appreciate the helping spirit of Com. G Babu  our CHQ Vice President. I hope that some of  our active comrades will visit the office every day if possible  and render their service to CHQ for few hours. 

Let us move faster,  more efficiently and more effectively.

Com. G Babu has donated a Computer system and a Printer to GS.

Extra Increment Case

Today(25-01-2019), the extra increment case came before single bench again. Government counsel wanted 4 weeks time to file reply. Our lawyer vehemently opposed that plea. But Government counsel pressed again. So, the case is posted to 25/2/2019 before a division bench. 

Next time it will come before division bench.

CAT Judgement from Simla bench




Yesterday, 23-1-2019, the Shimla bench of CAT Chandigarh has given a good judgement. It says DCRG, Leave encashment, Commutation etc should be granted based on revised pay with 78.2% IDA with effect from 1-1-2007. With regard to pension arrears from 1-1-2007 the Judgement is disappointing. We hope that the concerned pensioners who approached the court will go for further remedial action. PSR

கூட்டத்தில் கீழ்கண்டவை குறித்த விவாதங்கள் நடந்தேறின:

1. 249 தோழர்களின் KYP படிவங்கள் ஏற்கனவே அனுப்ப்பியுள்ளோம். மேலும், 79 படிவங்கள் அனுப்புவதற்கு உள்ளது. ஆக, மொத்தம் 328 படிவங்கள் நமது சங்கத்தின் மூலம் தயாராகியுள்ளது.

2. உறுப்பினர் எண்ணிக்கையை உயர்த்தவும், சந்தா தொகையை முழுமையாக வசூல் செய்யவும் வற்புறுத்தப் பட்டது.

3. உறுப்பினர்களின் பிறந்தநாள் வாழ்த்துக்கள் வாட்ஸ்-ஆப்பிலும் இணையதளத்திலும் 1-1-2019 முதல் வெளியிடப்படுகின்றன. மேலும் சிறப்பாகக் கொண்டாட வழிமுறைகள் ஆலோசிக்கப் பட்டன.

4. மருத்துவப் பில்களுக்கான தொகை, செப்டம்பர் 2018 வரை மட்டுமே உறுப்பினர்களுக்குக் கிடைத்ததாகவும் சில தோழர்களுக்கு ஜூலை வரை மட்டுமே கிடைத்துள்ளதாகவும் தகவல் பரிமாறப் பட்டது.

கூட்டத்தில் 19 உறுப்பினர்கள் கலந்துகொண்டு சிறப்பித்தனர்.

COMMITTEE OF BSNL/MTNL PENSIONERS’ ASSOCIATIONS Met DOP&PW Officials on the issue of Pension Revision of BSNL & MTNL Pensioners .

Com. M K Bagchi, Com. Anupam Kaul and Com. S S Nanda, members of the Committee of BSNL/MTNL Pensioners” Associations ( CBMPA ) today (15/01/2019) met top officers in Department of Pension & Pensioners’ Welfare and discussed about the issue of pension revision. They were informed that DoT did not clarify the issues sought for earlier by DoP & PW. DoT should have sent a clear proposal for pension revision if pension revision is delinked from pay revision. But they have not sent that kind of proposal. So once again we have asked the DoT to send a concrete proposal. Our representatives gained the impression that DoP&PW officers are very much aware of the issue involved. Our representatives clarified certain doubts also. It is understood that if DoP&PW gets a proper proposal with due justification from DoT it may be favourably considered by them and the views of DoE also should be sought. CBMPA will seriously pursue the matter. ..

Nation-wide strike on 8th & 9th Jan

WE SALUTE THE WORKERS FOR UNITED ACTION

Central Trade Unions have called a nationwide strike on January 8 and 9 against the alleged repressive policies for workers adopted by the government. Ten trade unions are INTUC, AITUC, HMS, CITU, AIUTUC, AICCTU, UTUC, TUCC, LPF and SEWA have jointly called for the nationwide general strike.More than 20 crore workers connected to them have joined the strike. RSS-affiliated Bharatiya Mazdoor Sangh or BMS is not participating in the strike.This is the 18th nationwide general strike against the alleged anti-worker policies. (Media report)

138.8% IDA from January 2019

IDA increase 3.2%
The Labour Bureau of India has released All India Consumer Price Index (AICPI) for Industrial workers for the month of November 2018.  It is 302 Points.   
Based on that the IDA shall be 138.8% from January 2019.
