CPMS from 29-12-2018

Dear Comrades,

      The Comprehensive Pension Management System (CPMS) is being inaugurated formally on 29-12-2018. CCAs are organizing some function in every Circle in the afternoon of 29, December 2018.

     Our leaders are called upon to attend the function, understand the system properly to enable them help the pensioners in future. When a new system is introduced, there will be some teething trouble. We should point out the difficulties. There is lot of complaint that even now many Post Offices are not crediting the enhanced IDA promptly. When CPMS is in operative, the CCAs will be crediting the pension and DA etc directly to the account of the pensioners. So, there may not be any delay in getting IDA, provided the CCA office is efficient. Pensioners will receive their pension from the Bank or the Post Office as the case is now.

17-12-2018 ஓய்வூதியர் தின நிகழ்வுகள்

          17-12-2018 அன்று, தூத்துக்குடி ARS மகாலில், தூத்துக்குடி மாவட்ட  AIBSNLPWA சார்பாக ஓய்வூதியர் தினம் சிறப்பாகக் கொண்டாடப் பட்டது.

          மாவட்டத் தலைவர் திரு எல்.தாமஸ் அவர்கள் தலைமை வகிக்க, காலை 10:30 மணிக்கு இறை வணக்கத்துடன் விழா இனிதே தொடங்கியது.

         கூட்டத்திற்குச் சிறப்பு சேர்க்கும் வகையில் 45 தோழியர்கள் பெருமளவில் கலந்து கொண்டது பெருமை சேர்க்கும் நிகழ்வாக அமைந்தது.  மொத்தம் 140 ஓய்வூதியர்கள்  விழாவிற்கு வருகை தந்தனர்.

          திரு.எம்.பர்னபாஸ், மாவட்ட இணைச் செயலர் அவர்கள் வரவேற்புரை நிகழ்த்தினார். மாவட்டத் துணைத் தலைவர் திரு எம்.ஜீவானந்தம், மாவட்டச் செயலர் திரு எஸ்.சுப்பையா,மற்றும் திரு என் திருமால், திரு. எம். முகம்மது பாருக், ஆகியோர் வாழ்த்துரை வழங்கினர்.

          70 அகவை கடந்த ஓய்வூதியர்கள்,  திரு எம்.குருசாமி,  திருமதி எஸ்.பாக்கியலட்சுமி,  திரு வி.சப்பாணி வீரன்,  திரு.எஸ்.சுப்புராயலு,  திரு.எஸ்.பூலன்,  திரு.ஐ.ஜான் தனசிங்,  திரு.பி.குருசாமி,  திரு.வி.செல்வராஜ் ஆகிய எண்மருக்கு மேடையில் பொன்னாடை போர்த்தப்பட்டு பெருமை சேர்க்கப் பட்டது.

          மாநில துணைச் செயலர் திரு என். அம்பிகாபதி அவர்கள் தமது சிறப்புரையில், நகாரா வழக்கின் தீர்ப்பைக் குறித்தும், அதன் தீர்ப்புநாளை நாம் ஓய்வூதியர் தினமாகக் கொண்டாடுவதன்  முக்கியத்துவத்தைக் குறித்தும் விரிவாகப் பேசினார். மேலும், நகாரா தீர்ப்பின் அடிப்படையில்தான் நாம் 2007ல் மாற்றத்துடன் கூடிய ஓம்வூதியம் பெற்றதையும், தொடர்ந்து 2017ல் நாம் 78.2 சதவிகித இணைப்புடன் கூடிய ஓய்வூதியத்தைப் பெறமுடிந்ததையும் விளக்கிப் பேசினார்.  மேலும் மருத்துவப் படி தொடர்ந்து கிடைக்க நமது தலைவர்கள், கடந்த அக்டோபர் மாதத்திலேயே “நாங்கள் வாழ்வதா, சாவதா?” என்ற கேள்வியை முன்னிறுத்தி அரசிடம் போராடி வருவதையும் குறிப்பிட்டார்.
          மருத்துவர் எஸ்.ரத்தினவேலு அவர்கள்,  உடல் குறைபாடுகள் என்னும் நோய் தீர்க்க உதவும் ‘தொடு சிகிச்சை’ குறித்த அருமையான விளக்கவுரையைத் தந்தார். மேலும், பஞ்சபூதங்களால் இயங்கும் இவ்வுடலினைப் பேணிக் காக்க உதவும் யோகா குறிப்புக்களையும் தந்து உரையாற்றினார். அத்துடன், செயல்முறை விளக்கங்களையும் ஒரு செய்முறையாளரை வைத்து மேடையிலேயே செய்து காண்பித்தது ஓய்வூதியர்களுக்குப் பயனுள்ள நிகழ்ச்சியாக அமைந்தது.

          மாவட்டப் பொருளாளர் திரு எஸ்.பால்சாமி அவர்கள் நன்றியுரை ஆற்ற,  விழா இனிதே நிறைவு பெற்றது!

Pensioners' Day 2018 - News from PSR

On 17.12.1982, the Supreme Court of India pronounced its landmark judgement in D S Nakara vs. GOI case. A Bench of SCI headed by the then Chief Justice Y V Chandrachud, J.D A Desai, J. O Chinnappa Reddy, J. V D Tulzapurkar and J. Bahrul Islam gave the classic judgement which is relevant even today. The judgement tells a lot beyond the particular issue,because Late Shri H D Shourie raised many basic issues concerning pension in their Affidavit.The Judgement said:

1) Pension is neither a bounty nor a grace

2) Pension is not an ex gratia payment

3) Pension is a social welfare measure

4) It creates a vested right subject to 1972 rules which is statutory in character

5) A pension scheme must enable the pensioner live from want and with decency and self respect…

EFFECT OF THE CASE:

a) Till then there was no pension revision in central services. From 1986 onwards the pension revision came into effect.

b) While Sri Rajiv Gandhi was the prime minister (1984-89) a new Ministry of Personnel was created to take care of pensioners.

c) A new Department of Pension and Pensioners’ Welfare was created

d) Standing Committing of Voluntary Agencies was introduced to discuss the pension related issues of central service staff. Now SCOVA is not effective.

e) Pension Adalat was introduced.

f) Administrative Tribunals were started to quickly hear and dispose the cases of central govt employees and pensioners, though it failed in recent time.

g) Fifth CPC gave ‘complete parity’ and ‘modified parity’ in pension fixation.

h) Sixth CPC and Seventh CPC also granted parity to the old pensioners.

Let us remember these while observing Pensioners Day on 17-12-2018. Let us pay our homage to late Shri D S Nakara (some people write as Nakra, which is not correct) and late Shri H D Shourie and also to the eminent Judges.

MAINTAIN UNITY AND MOVE AHEAD CAUTIOUSLY

Dept of Telecom issued the official minutes on the talks held between the Minister Shri Manoj Sinha and the AUAB leaders on 3-12-2018. Regarding Pension Revision to BSNL retirees w.e.f 1-1-2017 the Minutes says:

“Minister emphasized that follow up action should be expeditiously taken…”

There is no commitment on the fitment formula or anything related to that. However,
We can confidently say that there is a positive shift in the attitude of Minister and DOT towards our pension revision. This is most welcome.

Pay Revision in BSNL may take some more time. But, before that, the DoT may move the file for pension revision. So, DoT admits that pension revision can be done without Pay Revision. 
In effect, Pension revision is delinked from Pay revision. This is the victory of pensioners.

I have no doubt that it is the result of mass FAST all over the country on 22-11-2018 and the unity of BSNL/MTNL pensioners and formation of Committee of BSNL/MTNL Pensioners’ Associations (CBMPA).

Even if DoT proposes delinking pension revision from pay revision the DoPW has to approve it. Then the proposal has to be approved by other nodal ministries/departments also. Then only the DOT will prepare the cabinet note and submit to the Cabinet. These procedures cannot be avoided. It should happen before Lok Sabha elections are announced. 

Elections are in May 2019. Code of Conduct may be imposed in March or April 2019. Code of conduct should not come in our way.

We must continue our efforts to get Pension revision with CPC fitment benefits; not only for BSNL but for the MTNL pensioners also.

We should not criticize anybody for posting their views/understandings in the whatsapp groups. Understanding may differ sometimes. We are all human beings.

We are thankful to AUAB for raising the issue of de-linking of pension revision from Pay Revision.

Same time, we should strengthen our unity and organize further programmes under the banner of the new united forum- CBMPA. 

We have placed a new unique demand. It is a new concept; it is a new path. It is not that easy to get something new approved by the authorities.

We have to cross many a hurdles. We have to cross many bridges.

Who started first and who joined later is not an issue. Destination is important. 

We want a permanent solution to the problem. Most significant is that the File has started moving. We shall get pension revision. That will be the VICTORY of all BSNL/MTNL pensioners.

கஜா புயல் நிவாரண நிதி -தோழர்.R.V அறிக்கை

22-11-2018 அன்று நமது உண்ணாவிரத போராட்டம் முடிந்த பிறகு தமிழ் மாநில சங்கம் மற்றும் சென்னை தொலைபேசி மாவட்ட மாநில சங்க நிர்வாகிகள் கூட்டத்தில் முடிவு செய்ததற்கு இணங்க மாவட்ட சங்கங்கள் நன்கொடை அனுப்பியுள்ளன .மாவட்ட செயலர்கள் கொடுத்துள்ள தகவல் பிரகாரம் 6 லட்சத்திற்கு மேல் பணம் கொடுக்க ஒப்புக் கொண்டிருக்கிறார்கள் .  

இதுவரை சென்னை தொலைபேசி மாநிலம் - ரூ 1 லட்சம் , சேலம் மேற்கு - ரூ 1 லட்சம் , வேலூர் - ரூ 50 ஆயிரம் , கோவை - ரூ 20 ஆயிரம், தூத்துக்குடி - ரூ 20 ஆயிரம், சேலம் கிழக்கு -ரூ 10 ஆயிரம் , கடலூர்  ரூ 25 ஆயிரம், காரைக்குடி - ரூ 20 ஆயிரம், மதுரை - ரூ 25 ஆயிரம், மத்திய சங்கம் - ரூ 20 ஆயிரம், தமிழ் மாநிலம் - ரூ 50 ஆயிரம் என பணம் அனுப்பியுள்ளன. 

தஞ்சை மற்றும் நாகப்பட்டினம் மாவட்டங்களில் பாதிக்கப்பட்ட சுமார் 400 குடும்பங்களுக்கு தலா 2 புடவைகள், 2 உள்ளாடைகள் , 2 லுங்கிகள் ,2 போர்வைகள், 2 துண்டுகள், பாய் போன்ற அத்தியாவசிய பொருட்களுக்கு ஆர்டர் கொடுத்து பணமும் கொடுக்கப்பட்டு விட்டது. மேலும் தேவைப்படுகிற உணவுப்பொருட்கள், மெழுகு வத்தி, தீப்பெட்டிகள் ஆகியவைகளும் வாங்கி எடுத்து செல்ல திட்டமிடப்பட்டுள்ளது. இவை அனைத்தையும் ஓரிரு நாட்களில் பட்டுக்கோட்டையில் உள்ள தோழர் சிவ சிதம்பரம் அவர்களிடம் அனுப்பி வைக்கப்படுகிறது.

டிசம்பர் மாதம் 3 அல்லது 4 தேதிகளில் தஞ்சை மாவட்ட தோழர்களுடன் தமிழ் மாநில தலைவர் , மாநில செயலர், மாநில பொருளாளர், மத்திய சங்க துணை பொது செயலர் , சென்னை தொலைபேசி மாநில நிர்வாகிகள் குழு செல்ல திட்டமிடப்பட்டுள்ளது.

STR  சென்னை ரூ - ஒரு லட்சம் கொடுக்க ஒப்புக்கொண்டுள்ளது பாராட்டுதலுக்குரியது. 
நிவாரண நன்கொடை பெற விரைந்து நடவடிக்கைகள் எடுத்துள்ள அனைத்து மாவட்டங்களுக்கு பாராட்டுக்கள் .

Committee of BSNL/MTNL Pensioners' Association is formed. The following Letter  has been sent to the Secretary, Telecom Mrs. Aruna Sundararajan.

கஜா புயலில் பாதிக்கப்பட்டோருக்கு உதவ வாரீர்!

தமிழ் மாநில அனைத்து மாவட்டச் செயலர்கள் கவனத்திற்கு!

நேற்று நடைபெற்ற கூட்டு ஆலோசனை கூட்டத்தில் தமிழ் மாநில சங்கம் மற்றும் சென்னை தொலைபேசி மாநில சங்கம் இணைந்து நிதி வசூல் செய்து புயலால் பாதிக்கப்பட்ட பகுதி மக்களுக்கு நிவாரண நிதி வழங்க ஒருமனதாக முடிவு செய்யப்பட்டுள்ளது.

அதன் படி தமிழ்மாநில சங்கம் ரூ 50,000/-,  வேலூர் மாவட்டம் ரூ 50,000/- , STR சென்னை மாவட்டம் ரூ 40,000/-, கோயம்புத்தூர்  மாவட்டம்  ரூ 40,000/- , திருநெல்வேலி மாவட்டம் ரூ 30,000/-  கடலூர் மாவட்டம் ரூ 25,000/- , திருச்சி மாவட்டம் ரூ 10,000/- அளிப்பதாக தெரிவித்துள்ளன . மற்ற மாவட்ட செயலர்களும் அவசர அவசியம் கருதி தங்கள் மாவட்ட சங்கத்தால் எவ்வளவு ரூபாய் கொடுக்க இயலும் என்று ஓரிரு நாட்களுக்குள் தெரிவித்தால் மாநில சங்கம் உடனடியாக அந்த நிதியினை பாதிக்கப்பட்ட இடங்களுக்கு நிவாரணமாக அளிக்க இசைந்துள்ளது. அந்த ஒப்புக்கொண்டுள்ள நிதியை பின்னர் அந்தந்த மாவட்டங்கள் மாநில சங்கத்தின் வங்கிக்கணக்கிற்கு அனுப்பி வைக்க வேண்டும்.

கடந்த வாரம் கஜா புயல் தமிழ்நாட்டில் நாகப்பட்டினம் , திருவாரூர் , தஞ்சாவூர் , புதுக்கோட்டை ,கடலூர் ,திண்டுக்கல் ஆகிய மாவட்டங்களில் வரலாறு காணாத பேரழிவினை ஏற்படுத்தி உள்ளது. ஆயிரக்கணக்கான ஏக்கர் நிலங்களில் பயிரிடப்பட்டிருந்த நெல், தென்னை , வாழை உள்ளிட்ட பயிர்கள் அதிக அளவில் அழிந்துள்ளன.ஏராளமான வீடுகள் , குடிசைகள் , கட்டிடங்கள் இடிந்து போயுள்ளன , சேதமடைந்துள்ளன .கடும் புயலின் கோரத்தாண்டவத்தில் ஏறத்தாழ 100 பேர் பலியாகி விட்டனர். நமக்கு வாழ்வாதாரமாக இருந்த ஆடு, மாடு போன்ற உயிரினங்கள் பலியாகி உள்ளன. பல மீன்பிடி படகுகள் சேதமடைந்துள்ளன.ஆயிரக்கணக்கான மின்கம்பங்கள் அடியோடு சாய்ந்து அடிப்படை மின் வசதிகள் முற்றிலும் முடங்கிப்போய் உள்ளது. உண்ண உணவின்றி , குடிக்க நீரின்றி தவித்து வருகின்றனர் இங்கு வாழ்ந்து வரும் மக்கள்.
இந்தப் பேரழிவில் சிக்கித் தவித்துக்கொண்டிருப்பவர்களுக்கு நமது ஓய்வூதியர் நல சங்கத்தின் சார்பில் உடனடியாக உதவுகின்ற வகையில் நிவாரண நிதி வழங்க வேண்டுமென்று , ஒரு நாள் உண்ணாவிரத போராட்டம் முடிவடைந்த பிறகு தமிழ்நாடு , சென்னை தொலைபேசி மாநிலம் மற்றும் சில மத்திய சங்க நிர்வாகிகள் கலந்து ஆலோசித்து நிதி உதவி வழங்க அறைகூவல் விடுவது என்று முடிவு செய்யப்பட்டுள்ளது. எனவே மாவட்ட செயலர்கள், சென்னை தொலைபேசி மாநில கிளை செயலர்கள் உடனடியாக நடவடிக்கை எடுத்து இவ்வார இறுதிக்குள் நிவாரண நிதியை மாநில சங்கங்களுக்கு அனுப்பி வைக்க அன்புடன் அறைகூவல் விடுக்கிறோம்.
பாதிக்கப்பட்டோரின் விழி நீரைத் துடைக்க , இரு கரம் நீட்டுவோம்.

 அகில இந்திய BSNL ஓய்வூதியர் சங்கத்தின் மத்தியச் செயலகத்தின் அறைகூவலை ஏற்று,  தூத்துக்குடி மாவட்டத்தில், மாவட்டத் தலைவர்.எல்.தாமஸ் தலைமையேற்க, திரு.எம்.ஜீவானந்தம், எஸ்.பால்சாமி, எஸ்.சுப்பையா ஆகியோர் முன்னிலை வகிக்க மாபெரும் உண்ணாவிரதப் போராட்டம் தொடங்கியது.
தூத்துதுக்குடி பொது மேலாளர் அலுவலகத்தின் முன்பு காலை 10:00 மணிக்கு உண்ணாவிரதம் தொடங்கியது. 81 தோழர்கள் இந்த மாபெரும் உண்ணாவிரதப் போராட்டத்தில் கலந்து கொண்டனர்.
